C. Raymond Plotts Jr., Former Chief C. Raymond Plotts Jr., 66, former chief of the Nether Providence Police Department in Delaware County, died of an apparent heart attack Wednesday at Riddle Memorial Hospital. He had been residing in Crumpton, Md.Chief Plotts headed the police department for 15 years until retiring in 1983. He joined the force as a clerk in 1950 after graduating that year from Media High School.From 1953 to 1955, he served as a corporal in the Army. He then rejoined the police department and was promoted to sergeant in 1956 and to chief in 1968.In 1974, he graduated from the FBI Academy in Quantico, Va.He was born and raised in Media and had lived in Nether Providence for 35 years before moving to Crumpton in 1991.Chief Plotts was active in many police organizations, including the Delaware County Police Chiefs Association, which he served as president in 1975. He was a member of the Delaware Valley Association of Professional Police Chiefs, where he formerly served on the executive board, and was president of the Southeastern Pennsylvania Police Chiefs Association in 1986.He also was a member of the Pennsylvania Police Chiefs Association and American Law Enforcement Officers.Chief Plotts had earned several awards during his career and was named Chief of the Year in 1980 by the Delaware County Police Chiefs Association.He was also a member of the Lions Club of Media; was an honorary member of Media Fire, Hook & Ladder Company 1; was a former scoutmaster of Wallingford Boy Scout Troop 277 and a member of Roundtable staff of the Minquinas District of the Boy Scouts' Valley Forge Council.He is survived by his wife of 37 years, Marjorie A. Worrell Plotts; children Gary, Gregory, Douglas and Janice; his mother, Dorothy Plotts; a sister; a brother; and nine grandchildren.A viewing will be held from 6 to 9 p.m. tomorrow at the Rigby, Harting & Hagan Funeral Home, 15 E. Fourth St., Media. A funeral service will be held there at 10 a.m. Monday. Burial will be in Edgewood Cemetery, Glen Mills.
