ulia deVeaux Foulke Oat of West Chester Julia deVeaux Foulke Oat, 89 of West Chester, PA died Wednesday August 1, 2012 at the Barclay Friends in West Chester. She was the wife of the late Davis B. Oat, also of West Chester. Born in Philadelphia, she was the daughter of the late George R. Foulke Jr. of West Chester and the late Dorothy Fisher Newhall Foulke. Judy Oat spent her early years in Wilmington, N.C. and then Montchanin, Del. where she attended Mrs. Tatnall's School for Girls in Wilmington, Del. and graduated from the National Cathedral School in Washington, D.C., of which she was a proud and loyal alumna. After World War II, she moved to West Chester where she was known for serving several Presidents at West Chester State College as their Administrative Assistant for over 25 years. She was a longtime parishioner at The Church of the Holy Trinity in West Chester, where she was a member of the Vestry, a Choir Mother for the Men and Boys Choir, and a member of the Adult Choir. A horsewoman from her earliest childhood, Judy Oat was an accomplished rider and fox hunter. She was also a longtime volunteer at Thorncroft Equestrian Center in Malvern, where she assisted in their programs of therapeutic horsemanship for people with special needs. She is survived by her son, Charles (Chip) Oat and his wife Marguerite (Maggie) Oat of Washington, D.C., two grandchildren William (Will) Bergin of Washington, D.C., and Virginia (Nina) Newhall Oat of Washington, DC, and also survived by Jenny Peterson of Seattle, Wash. In addition to her husband and parents, she was preceded in death by her sisters, Dorothy Fisher Reath and Elizabeth George Foulke. A service to celebrate Judy Oat's life will be held at a later date at The Church of the Holy Trinity in West Chester.
