Pennock Huey was born in Pennsylvania, and on September 17, 1861 became a captain in the 8th Pennsylvania Cavalry. He was promoted to major on January 1, 1862, then colonel on June 25, 1863. Huey led the Second Brigade of Gregg's 2nd Division in Pleasonton's Cavalry Corps during the battle of Gettysburg. He was breveted to brigadier general of volunteers for his war service.
